San Joaquin County Ordinance SECTION 4-1008. EXPLOSIVES AND FIREWORKS​​ was amended to the  California Fire Code Chapter 33, Explosives and Fireworks Section 3301.1. 
 
It is unlawful for any person to sell, offer for sale, transport, or cause to be transported, give away, posses, use or discharge any fireworks as defined in this Code in the un-incorporated portions of San Joaquin County.

All fireworks including Safe and Sane Fireworks are illegal in all unincorporated areas of San Joaquin County, including Thornton.
